POSITION DESCRIPTION
Position Description
The Lead Quality Control (QC) engineer is responsible for establishing and maintaining the QC program on whichever project(s) he/she may be assigned. This individual should also participate in District efforts to promote quality control.
Essential Duties
- Responsible for the start-up and implementation of the Site-Specific Quality Program to include the HP Quality Plan, Quality Process Log, Test Register, and Quality point files.
- Interface directly with Owner’s Quality Assurance (QA) and management on all quality related issues.
- Review and maintain the project Quality Process Log (QPL).
- Review all potential discrepancy reports, track discrepancies, and verify the issues have been fully corrected prior to closure.
- Direct the removal and replacement of non-conforming work and stop work not in compliance with the contract.
- Develop the Preparatory Meeting agendas, facilitate the Preparatory Meetings and conduct Initial, Follow-up and Final Inspections.
- Review the Subcontractors’ Quality Control Daily Logs.
- Be fully aware of the contract, plans, specifications, and applicable codes.
- Receive subcontractor test and inspection requests and produce a coordinated Daily Test and Inspection Schedule.
- Participate in the selection process for outside testing contractors and verify adherence to testing standards, frequency, and documentation.
- Perform daily field inspections to verify contractors’ work complies with the project specifications and applicable codes.
- Document and submit a Daily Report of Quality Control activity.
- Actively participate in the Work Completion Tagging Process, In-house Punch List Process, and the Pre-Final Punch List Process to document deficient items in the field.
- Perform material inspections to verify that the products are to specifications and that storage, staging and material handling methods are implemented.
- Submit and review RFIs to ensure changes are implemented in the field.
- Audit subcontractor quality control procedures.
- Coordinate third party testing agency activities with HP and the subcontractors.
- Coordinate and schedule for offsite equipment Source Inspections.
- Actively participate in the Quality Recognition Program and be a leading advocate for the program.
- Actively participate in the Continuous Improvement Process (CIP) and the Risk Assessment Database (RAD) and be a leading advocate for these programs.
- Perform safety and housekeeping inspections through the Safety Accountability for Everyone (SAFE) Program.

POSITION REQUIREMENTS
Position Qualifications
- A 4-year degree in civil or structural engineering, architecture or construction management.
- Minimum of 3-5 years’ experience on large commercial construction projects.
- Strong communication skills.
- Technically experienced and capable of comprehending the specifications, standards, and code requirements for all disciplines (i.e., architectural, civil, structural, mechanical, and electrical).
- Computer software – Microsoft Office Suite, specifically Excel-based templates, Prolog, Primavera and AutoCAD.
